As a Township of the second class, Richland is governed by a three-member Board of Supervisors, one of whom serves as chairman on a rotating basis. Supervisors are elected at large by the electorate for staggered six-year terms and perform both legislative and executive duties for the “health, safety, and welfare” of Township residents. They are required by state law to establish a budget for each year’s anticipated expenses and they are given the right to set various taxes to defray those expenses.
To assist them, supervisors are empowered to appoint professionals such as an attorney and an engineer. The Board also appoints all members of the Advisory Boards and Commissions, as well as the Zoning Hearing Board and Municipal Water Authority.

The Board of Supervisors holds meetings on the 2nd Monday of each month to conduct Township business. Meetings, open to the public, are held at the Township Building, 1328 California Road, at 7:00 PM. Residents are welcome to express opinions at meetings during “Public Comment” time on the agenda, but the Supervisors have the sole responsibility to legislate and conduct Township business.

The Township building is open for business Monday through Friday from 8:30 AM until 5:00 PM. All minutes, financial reports, ordinances, resolutions, contracts, agreements, subdivision plans, etc., for the Township are available for public inspection during office hours. Requests for any copies are charged at $.25 per page.

Proposed Township Ordinances

Ordinance No. 279 is proposed for approval at the next Board of Supervisors meeting at 7:00 PM on Monday, October 9, 2017. This Ordinance proposes to amend Chapter 15 of the Code of Ordinances, which deals with motor vehicles and traffic to add to the locations where speed limits are established. Amend Agricultural Security Area

Richland Township has received a proposal to amend its agricultural security area by adding land to the already established agricultural security area, pursuant to the Agricultural Area Security Law, Act 43 of 1981. CLICK HERE for more information.
